I had a Brittany Spaniel like that, absolutely would not look me in the eyes. It's a pack thing, I was alpha leader and he was very content with that....we were great companions. Now my current best buddy, all 7 lbs of him, will stand on my chest and gaze into my eyes adoringly for a while before looking away. Yet he's also very submissive.
